Can I use my sale of goods in a foreign country as a basis for “use” in the USA?

No. Trademark rights in the USA are only established upon use, so sales or shipments in foreign countries cannot be used to establish rights in the USA. There is a limited exception under the famous marks doctrine but circuit courts have yet to yield a consistent decisions regarding the availability of trademark rights for famous marks that have not been used in the USA.
